Why this matters
Psychological pressure is not soft context; it is part of the attack infrastructure.
Belgian context
Belgian campaigns often borrow high-trust institutions such as banks, parcel services, itsme, tax portals, Card Stop, telecoms and public services.
Research framing
The psychology of phishing should be studied as a system rather than a single indicator. The useful unit of analysis is the connection between a lure, a distribution channel, infrastructure, evidence, and the route toward credentials, money, malware, or contact with an attacker. That is why PhishNet treats public data as a graph: each domain, URL, certificate, phone number, IBAN, sender ID, kit marker, source and evidence artifact becomes more meaningful when its relationships are visible.
Mechanism
The attacker usually combines urgency, authority, familiarity and low-friction action. A message about a parcel fee, blocked account, tax refund, fraud alert or identity verification gives the victim a task that feels ordinary. The trick is not only deception; it is timing. The victim is pushed toward a click, call, QR scan, app install or payment before they have enough time to compare the message with the official journey.
Observable evidence
Observable evidence includes lure wording, message language, impersonated brand, call-to-action, landing-page similarity, payment wording, sender IDs, shortlinks, support numbers and follow-on channels such as WhatsApp or Telegram. Belgian and Benelux relevance
Belgium is multilingual and institutionally dense. Campaigns can switch between Dutch, French and English, and they often exploit trust in local administration, banking and delivery flows. A Belgian brand on a non-Belgian TLD can be more relevant than a random `.be` domain because the lure targets Belgian trust, not merely Belgian DNS space.

A blocklist asks whether an indicator should be blocked. Phishing OSINT asks a wider set of questions: who or what is being impersonated, what source saw it, what evidence supports it, what infrastructure does it share, what route moves the victim toward money or credentials, and what action should follow. That broader framing is what makes the same data useful for CERT teams, journalists, banks, telecoms, regulators and public-sector coordinators.
Country comparison lens
Country comparison prevents false confidence. A campaign may be hosted outside Belgium, use a global TLD, reuse an English-language kit and still be highly relevant to Belgian victims because the brand, phone route, IBAN, public-service reference or local language points back to Belgium. Conversely, a Belgian-looking domain can be benign or irrelevant without evidence. PhishNet therefore treats country as an explained relevance score rather than a simple suffix, IP geolocation or source label.
